The Missouri Compromise [a] (also known as the Compromise of 1820) was federal legislation of the United States that balanced desires of northern states to prevent the expansion of slavery in the country with those of southern states to expand it.

It marked the beginning of the prolonged sectional conflict over the extension of slavery that led to the American Civil War.
Prohibiting slavery in Missouri would prevent that electoral advantage from being granted to a state that was never part of the original coastal and middle states that created the Constitution. Tallmadge’s amendments and the ensuing sectional debate threw Congress into prolonged turmoil.
The decisive vote on slavery in Missouri would not occur for a year after this speech. Ultimately, the Missouri Compromise would postpone a sectional Civil War for four decades. Temporarily, the Missouri Compromise of 1820 would temper conflict between the North and the South.
Opponents claimed that Congress had no authority to prevent the introduction of a new slave state into the Union or require any other special condition for statehood that was not demanded of existing states. The House voted 82 to 78 to require the exclusion of slavery in the new state of Missouri.
When Missouri submitted its new state constitution for Congressional approval later that year, northern restrictionists balked when they saw that—in addition to legalizing slavery “in perpetuity”—it included a statute banning any free people of color from entering or settling in the state.
