The trick is to scroll up a tad, then it will register your touch. No need to refresh. I've had this issue with Youtube for a while on the iOS beta and even now on real IOS. Both on iPhone 12 Pro and now 13 Pro.
So I’d recommend iPhone 13 users having problems with 17.2.x to try the 17.3 beta. Do a clean install with iTunes, and follow with a “hard restart”(press vol up once, vol down once , hold side button until apple logo appears and then release).
