This law establishes the regime for the management of Petroleum Operations in the Republic of Iraq, taking into account the existing international treaties between the Republic of Iraq and other countries on Crude Oil transportation.
Article (1) words and phrases shall have the me. First: Ministry – Ministry of Oil. Second: Regional Body – The competent authority in the government of the Region. Third: Competent Body – The Ministry of Oil, Iraq National Oil Company, or the Regional Body. Fourth: Council – The Federal Oil and Gas Council formed pursuant to this law.
Ownership of oil and natural gas is vested in the entire Iraqi Federal Oil and Gas Council in all provinces and regions. ARTICLE 2 SCOPE OF APPLICATION A- This law applies to Petroleum Operations in all the territory of the Republic of Iraq, including the soil and subsoil on land, as well as inland waters and territorial waters.

In a very surprising and sudden move it was announced that the “Opinion Board” (Hayaatul raay هيئة الرأي) of the Ministry of Oil-MoO discussed and approved the final version of the Federal Oil and Gas Law-FOGL at its meeting on Wednesday, February 24, 2021.
By placing article 111 at the centre of Iraq’s new oil law, with the backing of all major political actors, the new law places ownership over Iraq’s natural resources with all Iraqi citizens.
