Is there full free roam in this now, or is it still restricted to the Chapters as in the first game? I remember the main story just ends when you complete the game. They added a DLC that let you free roam after you finished everything to do.
It does HAVE free roam, but it is separate to the story altogether, meaning you exit story mode to actually play it. Furthermore, you got a bunch of stuff to do, but getting the game mostly cause of Free Roam is not worth it

If you’re on definitive edition you can load up Joes adventures. You can technically free roam in winter as well, after you’ve caught Stan you won’t have any waypoints. You can free roam in the 50s once you’ve completed the winter mission. If you’re on original mafia 2 you’ll have to buy Joes adventures. 2.
You can grab any weapon you want from Vincenzo's room and go full rampage in the city. You can change the time of day and weather in order to free roam under any condition. You can switch costume from a furniture in Salieri's bar as well in order to always remain fashionable.
