For each fire protection area, ISO assigns a Public Protection Classification code — a number from 1 to 10. Class 1 represents exemplary fire protection, and Class 10 indicates that the area's fire-suppression program doesn't meet ISO's minimum criteria.
To receive a PPC, a fire department must meet minimum infrastructure, staffing and equipment requirements. If a department doesn't meet at least one of the following requirements, then they are assigned a Class 10 rating. Formal fire department organized under state or local laws.

When ISO develops a single Public Protection Classification (PPC) for a community, all community properties receive that classification. However, in many communities, we develop split classifications.
Class 1 generally represents superior property fire protection, and Class 10 indicates that the area's fire suppression program does not meet Verisk's minimum criteria. Virtually all U.S. insurers of homes and business property use Verisk's Public Protection Classifications in calculating premiums.
By classifying a community’s ability to suppress fires, ISO helps them evaluate their public fire-protection services. The program provides an objective, countrywide standard that helps fire departments in planning and budgeting for facilities, equipment and training.
