In 2021, the State Bar’s Office of Chief Trial Counsel (OCTC): Opened 15,715 cases, including complaints against California attorneys for violations of the State Bar Act and the Rules of Professional Conduct as well as complaints against nonattorneys for the unauthorized practice of law (UPL).
With the exception of anonymous complaints, the State Bar notifies the complainant of receipt of the complaint. An experienced State Bar attorney will review the complaint to determine if the facts are sufficient to show that an ethical violation occurred.
You may use the State Bar’s online Attorney Search to see whether an attorney has a public record of prior discipline in California and whether the attorney is licensed to practice law in California. Provide the full name, address and phone number of the attorney you are complaining about.
The State Bar of California is proposing new time standards for processing complaints about attorneys. Comment by Sept 6. The State Bar receives, investigates, and prosecutes complaints filed against California attorneys. On average the State Bar handles about 15,000 cases each year.
