  1. Complete the Application for Benefits — Crime Victims (F800-042-000) form. This form is also available from victim witness advocates at your local county prosecutor's office and from health-care providers.   6. State VOCA-Funded Victim Assistance and Compensation Programs. OVC administers two Victims of Crime Act (VOCA) formula grant programs that support crime victim compensation and assistance—the cornerstone of support for victims throughout the Nation.

  7. The Crime Victim Compensation Program is a victim-based program. We take your needs into consideration as they relate to payment of benefits. You need to use all available insurance or other sources, including from any settlement, before getting benefits from the program.
