JP 3-08 not immutable, the principle of lead agency is applied to a variety of functions requiring interagency coordination. The NSC advises and assists the President in integrating all aspects of national security policy — domestic, foreign, military, intelligence, and economic (in conjunction with the National Economic Council).
A commitment to interorganizational coordination facilitates cooperation in areas of common interest and avoids or mitigates unintended consequences and recognizes that many external organizations can affect the joint force commanders' mission, and vice versa.
Joint Pub 3-08 provides the principles and guidance for accomplishing interagency coordination and discusses “real-world” examples of this important process.
