Spell level and character level are different things. In lore the only lvl 10 spell I know of was used to levitate a floating city indefinitely. Higher level spells aren't just bigger fireballs. Some lvl 9 spells, like wish, can change reality.
During the beta I saw many mentions of full casters with merge spellbooks gaining level 10 spells, but I can't find any information on them right now. Are they present in the game or not? They are not. They aren't in the game at the moment, despite the mythic screen still showing them.
Spells are manifestations of magic in Pathfinder: Kingmaker, not necessarily of the offensive type. Most spells deal damage or inflict a condition on the target. See Spellcasting for an overview of how to use spells.
First, your casting stat must be equal to 10 + spell level. For when you gain spell levels, check out the SRD. For example, here is the cleric: Observe that they get second level spells at level 3. So for whatever class you're playing, search that on the SRD. Originally posted by Kommissar Klose:
