This website indicates that lead encapsulation is a different type of paint than standard paint, and also gives a few brand names: LINK. I would use the encapsulation, and see if that solves the smoke smell. If not, I then use the KILZ odor blocking paint, which is an oil-based version.
I know there are specific products marketed for lead encapsulating, but I've been reading mixed reviews on these products and I'm uncertain if they'll actually be any better than good primer, especially in an exterior application.
The original (oil based) Kilz primer/sealer is very good. It effectively blocks all kinds of tough stains from bleeding through, so I use it on tough repaint jobs like cupboards and kitchen walls/ceilings.
