Online Permits and Record Search. The following services are available online: Express Pemits (permits that do not require plan check) at https://permitla.lacitydbs.org/. PermitLA is the City of Los Angeles Department of Building and Safety (LADBS) application to obtain online permits* for small projects that do not require plan check. For a list of these permits, click the link Online Permits Informational Bulletin.
There is a fee of $70.85 for each report requested. 1. Any real property improved with one or more buildings or structures which in whole or in part are used for or are legally permitted to be used for dwelling unit or guest room purposes. 2. Any vacant real property located in a zone wherein dwelling units or guest rooms are legally permitted. 1.

A plan check is required for items 1, 2 and 3 above and the required permit must be issued at a LADBS Construction Services Center. Two sets of indelible plans and calculations prepared by a civil engineer, structural engineer, or architect licensed by the State of California are required for plan check.
