California Penal Code 288 defines lewd and lascivious acts with a minor child as touching “a child who is under the age of 14 years, with the intent of arousing, appealing to, or gratifying the lust, passions, or sexual desires of that person or the child.”
Iowa law allows lascivious acts with a child to be enforced as a statutory charge. This means that this charge can be applied to cases in which the victim is younger than the Iowa Age of Consent, even if the victim willingly engages in sexual relations with the defendant.
