7 Σεπ 1990 · Whenever the lawful use of force and firearms is unavoidable, law enforcement officials shall: (a) Exercise restraint in such use and act in proportion to the seriousness of the offence and the legitimate objective to be achieved; (b) Minimize damage and injury, and respect and preserve human life;
The principle of necessity has three interrelated elements: the duty to use non-violent means wherever possible; the duty to use force only for a legitimate law enforcement purpose; and the duty to use only the minimum necessary force that is reasonable in the prevailing circumstances.
The UN Code of Conduct for Law Enforcement Oficials (CCLEO) of 1979 and the UN Basic Principles on the Use of Force and Firearms by Law Enforcement Oficials (BPUFF) of 1990 provide further guidance on the use of force in law enforcement operations.
