Lazarus (1991) argues that a thought must arise before any emotion or physiological arousal. You must first think about the situation before you can explain emotion. All other aspects of an emotion, including physiological arousal depend on cognitive appraisal.

The Lazarus Theory of Emotion is a cognitive appraisal theory developed by psychologist Richard S. Lazarus, which posits that emotions are the result of a two-step cognitive process involving the appraisal of a situation and the subsequent interpretation of its personal relevance.
Lazarus views stress as a process during which our interpretation of the event causes changes in our emotions. In a classic study, Folkman and Lazarus (1985) assessed undergraduate students’ emotions at three time periods of a mid-term exam (see Table 10 below).
Lazarus's Cognitive-Mediational Theory is a theory of emotion that emphasizes the role of cognitive appraisal in the emotional experience. It suggests that our emotions are influenced by how we interpret and evaluate a situation, rather than just being a direct response to external stimuli.
Definition. Lazarus' theory posits that our experience of emotion depends on how we interpret or appraise the situation. This cognitive appraisal happens before the emotion and physiological arousal.
