With the DVD or the ISO you can install TeX Live without access to the internet. 64- and 32-bit binaries. As of TeX Live 2023, the Windows binaries are 64-bit. 32-bit binaries are not included, since we cannot easily support both together.

You can also install the current TeX Live distribution directly---in fact this may be advisable as many Linux distributions only contain older versions of TeX Live, see Linux TeX Live package status for details. These are free distributions, i.e., there are no charges for download or use.
TeX Live includes no 64-bit executables for Windows, but the 32-bit executables should run on 64-bit systems. See section 2.1 for alternate solutions for Windows and Mac OS X. 1.3 Basic installation of TeX Live

For typical needs, we recommend starting the TeX Live installation by downloading (these links go to mirrors) install-tl-windows.exe for Windows (~20mb), or install-tl-unx.tar.gz (~5mb) for everything else. There is also a zip archive install-tl.zip (~25mb) which is the same as the .exe.
