Neighborhood Councils are part of the Los Angeles City government, and have annual budgets funded by taxpayer dollars. Neighborhood Council board members are City officials who are elected by the members of their local communities, but they donate their time as volunteers.

Within 90 days after the final approval of a subdivision petition, the Department shall forward the approved subdivision petition and proposed bylaws for the proposed neighborhood councils to the Board of Neighborhood Commissioners (the Commission).
Because Neighborhood Councils are created by the Los Angeles City Charter, they are subject to many of the federal, state and local laws that govern other City departments and government entities. Every Neighborhood Council also has its own set of bylaws and standing (aka procedural) rules they follow, too.
