I'm appending to this thread that you can use rmm for downloading and updating Workshop mods without Steam. It is essentially apt or pacman for RimWorld mods. The tool is open source and has minimal dependencies.

mod1 and mod2 would be the name of the .mod files that you want to load. But you would have to create the mod file yourself or download the mod in a way that comes with a .mod file which is made for local mods. You can also use the third party tool Paradoxos Mod Manager.
30 Ιουν 2020 · If you Google "Steam workshop downloader" it should be the first one, a .io link, though according go the post I linked it likely won't work. There's a few others in the results as well so they might be worth trying. They no longer work due to steam taking them down "legally".
