The highest ratio you have when you have highest speed. So during braking from high speed you get max. deceleration (g-force) for a initial moment. During cornering you get lower g forces but for a much longer time.
Highest G force is a combination of high speed and tightest radius. Some corners are just barely taken flat out, but have wider radii and are on faster tracks where teams run less downforce (eg parabolica at monza).
