The European Union (EU) is a political and economic union of 27 member states that are party to the EU's founding treaties, and thereby subject to the privileges and obligations of membership. They have agreed by the treaties to share their own sovereignty through the institutions of the European Union in certain aspects of government.
All EU Member States, except for Cyprus and Ireland, are members of the Schengen area. Bulgaria and Romania joined most recently, in March 2024. 4 non-EU countries (Iceland, Norway, Switzerland and Liechtenstein) are also part of Schengen.

The Council then asks the European Commission to check the applicant country’s ability to fulfill the membership criteria. Based on the Commission's recommendations, the Council decides whether to grant the country candidate status and to begin formal negotiations for its accession to the Union. All EU Member States must agree on this decision.
