Executive Summary. The World Health Organization Assessment Instrument for Mental Health Systems (WHO-AIMS) was used to collect information on the mental health system in the Philippines. The goal of collecting this information is to improve the mental health system and to provide a baseline for monitoring the change.
Its Implementing Rules and Regulations was issued on January 22, 2019. This legislation mandates that mental health is a basic right of all Filipinos and is a fundamental right of people who require mental health services.
Mandate & Functions. NCMH was established in 1925 through Public Works Act 3258. It was formally opened on December 17, 1928 and was originally called the INSULAR PSYCHOPATIC HOSPITAL. It was later called the National Mental Hospital.
