All the language packs are described in KB2483139. Here is the list of language packs available from Microsoft for direct download:

The easiest way to get language packs for Windows 8.1 and Windows RT is to download and install them using the Language Control Panel. Download and install additional languages to view menus, dialog boxes, and other user interface items in your preferred language.
The Windows 7 language packs can be installed only from the Optional Updates section in Windows Update. However, these language packs are not available on the Microsoft Windows Server Update Services (WSUS) server or through the Microsoft Download Center.
