Microsoft Keyboard Layout Creator can load system keyboards and export them as .klc files. Since it’s written in .NET you can use Reflector to see how it does that, and use reflection to drive it. Here's a zip file of .klc files for the 187 keyboards in Windows 8 created using the below C# code.

9 Μαΐ 2023 · Having successfully created, installed, and distributed keyboard layout using MSKLC, I now noticed that even though I was able to create a new one and the installation process ends with an OK message, the layout isn’t available.
31 Αυγ 2022 · Msklc can't be used for this as far as I'm aware, but you can use Sharpkeys to get the job done. I use it to rebind Caps to backspace as well, works great
