17 Μαΐ 2018 · Player level does impact which enemies (and, in theory, which items in containers) can spawn, but individual creatures/NPCs do not get stronger as the player does unless they're specifically scripted to do so (e.g. Gedna).
In general, there is very little level scaling in Morrowind. NPC levels and gear are static. In other words, NPCs will have the same items and stay at the same level at level 1 as they would at level 50. if an NPC has iron armor at level 1, they won't be upgraded to ebony armor at level 50.
Your level will affect the types of enemies you encounter, but that's it. So at level 1, you're more likely to face things like Scamps instead of Dremora at Daedric Ruins, but at level 30, that's not necessarily the case. Also note that this applies to creatures only.
You must use a bed or other resting object, or rest outside of towns or cities. For each level, a short explanation of the character's sudden, if not unexpected, increase in power is shown along with an illustration of adventuring gear, and the attribute multiplier list.
Leveled Lists are used to spawn random items inside containers, based on the player's level. Simply put, it is a list of items paired with level requirements, which are used for comparison with the player's level. One leveled list always represents either one random item spawned, or none at all.
Just how much do enemies scale with your level in Morrowind? To test this, I ran around the Red Mountain region with two different characters and kept track of all the enemies that attacked me. This was my exact route on both times.
