In general, there is very little level scaling in Morrowind. NPC levels and gear are static. In other words, NPCs will have the same items and stay at the same level at level 1 as they would at level 50. if an NPC has iron armor at level 1, they won't be upgraded to ebony armor at level 50.
Leveled Lists are used to spawn random items inside containers, based on the player's level. Simply put, it is a list of items paired with level requirements, which are used for comparison with the player's level. One leveled list always represents either one random item spawned, or none at all.
