A perfectly efficient level up is one where three different attributes have exactly ten skill increases each, and the other four have zero; 30 skill increases in a level are possible if you increase 20 miscellaneous skills in addition to the 10 major/minor skills necessary to level up.

Leveled Lists are used to spawn random items inside containers, based on the player's level. Simply put, it is a list of items paired with level requirements, which are used for comparison with the player's level. One leveled list always represents either one random item spawned, or none at all.

In general, there is very little level scaling in Morrowind. NPC levels and gear are static. In other words, NPCs will have the same items and stay at the same level at level 1 as they would at level 50. if an NPC has iron armor at level 1, they won't be upgraded to ebony armor at level 50.
Example: If you increase Blunt 10 points and Heavy armor 8 times, when you level up you will have a +5 modifier to strength and a +4 modifier to Endurance. In general, since the enemies in Morrowind don't scale with your level (for the most part), you will most likely become 'OP' at some point no matter how "perfectly" you leveled.
