I have found a way to use a Xbox Gamepad for Morrowind on many blogs. It is not the same as on Xbox. To activate things in menus press RT. And you will only get 3-4 quick keys (Depending on your controller mapping). The Morrowind (Better Blocking & Better Running) controls is set up more like the Skyrim controls on Xbox 360.

It emulates a 360 controller, the trigger bumpers are the white and black buttons on an original controller. I might have had to switch a button or two, but it's easy. A very cool thing about it is that the keyboard and mouse still work.
29 Μαΐ 2012 · The original Xbox User Interface for Morrowind! A simple option in the preferences window that let's you switch to the Xbox style UI. Just like how Bethesda did Xbox 360 controller support for Skyrim [which changed the UI to the Xbox's version and supported analog control].

If you like the Oblivion controls better use Morrowblivion but if you like the Morrowind controls better use Morrowind...
14 Φεβ 2020 · Just search for "Xbox" in the Morrowind Nexus Mods. You have a few options you can go with. But I don't think just enabling the "gamepad" in menus and in morrowind.ini will replace the UI. Plus you will still be using the mouse for Mod Menus.
