The 2009 NAEP Reading Assessment will measure national, regional, state, district, and subgroup achievement in reading but is not designed to report individual student or school performance.
The revised document aims to improve the quality of assessment by providing standards to guide decisions about assessing the teaching and learning of literacy in 21st-century classrooms. The standards rest on understandings about assessment, language, and literacy generated by research over the past 40 years.
Assessment of reading proficiency is important as a way to understand students’ overall reading abilities (based on some assumed construct of reading) and to determine if students are appropriately prepared for further learning and educational advancement.
