A German Panzer III tank, of the 13th Panzer Division, during the first days of Operation Barbarossa. The invasion of the Soviet Union in Operation Barbarossa signaled a very important change in German tank development. In June 1941 Panzer III tanks first encountered the Soviet T-34 medium tank.
The Panzer II was designed before the experience of the Spanish Civil War of 1936–39 showed that protection against armour-piercing shells was required for tanks to survive on a modern battlefield. Prior to that, armour was designed to stop machine gun fire and high-explosive shell fragments.

In comparison, some early Panzer IV versions needed over a year to produce such quantities. For example, during 1941, on average, the monthly Panzer IV production was around 40 tanks.
