Star Rated License. Overview. In September 2000, the Division issued star rated licenses to child care centers and family child care homes meeting all minimum child care requirements as well as those choosing to meet higher standards .
The North Carolina Rated License Assessment Project (NCRLAP) maintains detailed information about the Environment Rating Scale Process as well as additional notes and training that are provided as clarification for provider.
Part of making the right decision is understanding the Star Rated License. All licensed programs, except religious sponsored programs, have a star-rating similar to the ratings you will find for other products and services. A One Star means the program meets North Carolina’s minimum child care requirements.

NCRLAP’s purpose is to conduct voluntary assessments for child care centers and family child care homes attempting to earn a higher star rating in the North Carolina Star Rated License system. ECERS-R assessments are also completed for NC Pre-K program requirements.
WHAT is the Star Rating System? • All child care businesses must meet basic health and safety standards for state licensure. • Star Ratings allow these businesses to voluntarily demonstrate higher levels of quality and give parents the information they need to make informed child care choices.
