However you can also do it over wifi with just an Android device with the app AndFTP and FTPDB on the 3ds. Launch FTPDB on the 3ds to get the devices local IP and port, then use those to connect to the 3ds with the user and password named anonymous from AndFTP.

There are no ds emulators on the 3ds; you can only play ds games using the native twl firm mode built into the 3ds for backwards compatibility. You have two options to do this: twilight menu and nds forwarder.
