Needle and Syringe Exchange Programs (NEPs) are programs in which sterile needles, syringes, and other injection paraphernalia are distributed to and recovered from people who inject drugs (e.g., cocaine, heroin, amphetamines, pharmaceutical opioids, and anabolic steroids).
