All students between 14 - 17 years of age must get an employment certificate in order to work. Out of state students who are working in New York City must have New York State working papers. The ones from their own state are not sufficient.

If you are a current city employee or a prior city employee separated from NYC less than one year ago and there is a fully completed Personal History Questionnaire (PHQ) or Comprehensive Personnel Document (CPD) in your Personnel Folder (TPF), this form may not be required. Instead complete an Update Personnel Document (UPD).
Working Papers for Students. Students aged 14-17 who work part time, including summer employment, are required to have “employment certificates” (often called Working Papers) issued by the school. The process includes obtaining required documentation, such as a doctor’s note.
