Department of Veterans Affairs Labor Management Relations | DVA /NFFE Master Agreement ArtICLE 2: UNION rIghtS AND rEPrESENtAtION Section 1 the Union is the exclusive representative of the employees in the bargaining unit and is entitled to act for and negotiate agreements covering all of the employees in the bargaining unit .
In accordance with Chapter 71 of Title 5 of the U.S. Code, and subject to all applicable statutes with regulations, the following articles constitute an agreement by and between the Department of Veterans Affairs (Department) and the National Association of Government Employees
Therefore, the parties agree to work together using partnership principles, Labor-Management Forums, and the Master Agreement to identify problems and craft solutions, enhance productivity, and deliver the best quality of service to the nation’s veterans .
In addition to renewing nearly all of our 2011 Master Agreement, the 2023 Master Agreement includes revisions to Article 23 that aim to help modernize and improve the VA’s hiring procedures for the benefit of American veterans and VA workers alike.
This Master Agreement is made between the Department of Veterans Afairs (the Department) and the American Federation of Government Employees (AFGE) National Veterans Afairs Council of Locals (the Union)

Article 3 – Labor Management Cooperation. The VA and AFGE are committed to working together at all levels to: Improve service to Veterans. Ensure a quality work environment for employees. Effect a more efficient administration of VA programs.
