On August 8, 2023, the negotiating teams from AFGE National VA Council and Department of Veterans Affairs met in Salem, VA to execute the 2023 Master Agreement. This signing ceremony marked the end of a six-year fight to protect the Master Agreement.
This Master Agreement is made between the Department of Veterans Afairs (the Department) and the American Federation of Government Employees (AFGE) National Veterans Afairs Council of Locals (the Union)

Veterans Affairs Council (Council or Union) – collectively known as the Parties – enter into this Master Agreement (Agreement), which constitutes a total and complete agreement on the subjects addressed in the Articles, by and between the Department and Union.
