7 Ιαν 2021 · I was trying to modify a tool's attack speed NBT, and stumbled across this thread. I tried to use the command, but it only seems to reduce the actual attack damage of the tool, and not the attack speed.

Attack speed command not working on item 1.16.5. Help | Java 1.16. So I wanted to change an items attack speed in Minecraft, specifically a wooden axe. I set the attack speed to 3.7 since the normal attack speed is 4 and when I attributed myself with 3.7 it set the attack speed to what I wanted.
One could use the /attribute command: /attribute @p minecraft:generic.attack_speed modifier add 1-1-1-1-1 fastAttack 5 add. This would make attacks faster, but you could tweak the value. In order to change the value, you'll need to remove it then add it back with a different value:
Detect if the player is holding that weapon, if they are execute an attribute command off them, if they aren’t execute an attribute command off them that returns their attack speed to normal
