Applying for Public Housing / Housing Choice Voucher Assistance. HPHA’s online pre-application allows you to apply for open waiting lists for public housing. Pre-applications can only be submitted online. Devices such as mobile phones and tablets with Internet access can be used; however, not all operating systems support this pre-application.
