See if you can restore the game to your library and install it then check the dlc in the game properties. If you have the horse armor and whatever else, then you actually already indeed the deluxe edition.
Search “oblivion.” Select ES4: Oblivion from the “from the Store” list. Select “Show in Microsoft Store” on menu that pops up. Scroll down to see the add-ons. All the DLCs should be listed there for purchase or download.
