The Office of Special Education Programs (OSEP) is a unit within the U.S Department of Education. Originally created as the Bureau of the Education of the Handicapped in 1967, [2] its purpose is to strengthen and coordinate activities on behalf of students with disabilities. OSEP activities are authorized through the Individuals with Disabilities Education Act (IDEA). [3]

OSEP administers the Individuals with Disabilities Education Act (IDEA), which provides federal assistance to states and lead agencies for children with disabilities. OSEP also funds other programs and organizations that support early intervention, education, and rehabilitation services.

The information in this guide is based on what is required by our nation’s special education law—the Individuals with Disabilities Education Act, or IDEA.
