7 Οκτ 2011 · Summary. The greatest political triumph of the Friends of Peace was the successful attack on the Orders in Council in 1812.
The British retaliated with new Orders in Council in November 1807 banning neutrals from trading with France and its allies. Spencer Perceval succinctly summed up the intent of these new Orders, "either [the neutral] countries will have no trade, or they must be content to accept it through us."
Orders in council. On Nov. 6. 1793, a British Order in Council was issued, but was not made public until the end of the year, directing British cruisers to stop, detain, and bring in for legal adjudication all ships laden with goods the production of any French colony, or carrying provisions or other supplies for the use of such colony.

It began peacefully but entered a violent phase when France declared war on Austria in 1792. Things started to get worse when King Louis XVI was beheaded in 1793, the church was attacked, and the head-rolling Reign of Terror was begun.

Orders “in” and “of” Council are no different from other forms of delegated legislation. Where they are statutory they will usually involve a Parliamentary procedure.
