DEQ operates Oregon's UIC Program through authorization from the Environmental Protection Agency. Under this program, DEQ issues permits to UIC system operators, handles enforcement of systems to make sure they are working properly, and conducts rule revisions when program changes are necessary.

New injection systems are to be registered and approved by DEQ in writing prior to construction or use. For example: All Class II systems must be inventoried and the data registered with DEQ, meet DEQ siting requirements and acquire an individual Water Pollution Control Facility (WPCF) permit.
Submit with registration and inventory information, prior to construction of new injection systems, a certification that the injection system does not receive storm water from areas where hazardous substances and toxic materials are used, handled or stored.
