Texans have long been concerned about the education of their children. The Texas Declaration of Independence in 1836 listed the failure of the Mexican government "to establish any public system of education, although possessed of almost boundless resources..."
In the beginning, this mission was singular and straightforward: “prepare worthy teachers for the schools of Texas.” Between 1880 and 1900, the public education system in Texas expanded by nearly 200%, from 176,245 students to 515,544. The state desperately needed trained teachers.
1890. The University of North Texas was founded in Denton as a private teachers college. 1893. The El Paso Board of Education was the first to open a public kindergarten. 1890s. Laws granted cities and municipalities more administrative freedom.
Throughout the history of public education in the US, public schools have filled multiple roles. These roles are an outgrowth of why public schools came into being and how they have evolved. This publication briefly reviews that history.

Public education was one of the primary goals of the early settlers of Texas. As early as 1838, President Mirabeau B. Lamar’s message to the Republic of Texas Congress advocated setting aside public domain for public schools. His interest caused him to be called the “Father of Education in Texas.”
