Genji is not ACTUALLY a bad hero when just looking at him, however he is almost completely useless when compared to other DPS….

I'd say some of the worst are Soldier, Pharah w/o Mercy, and Genji. I used to main him, but I gave him up for Doomfist and other heroes a long time ago. Genji just has very little value because he's solidly dive-based in a decidedly shield-based meta and he hasn't seen any significant improvements in a long time.

Genji was present at Toronto when Overwatch arrived to evacuate the city in light of Null Sector's attack on it. He was taken aback at the sight of dozens of omnics rendered comatose by strange devices placed upon their heads.
