Non-residents that currently have a Concealed Carry Permit or similar to carry a firearm from another state may turn in a Non-Resident application at any sheriff's office.
NON-RESIDENT APPLICANTS. If you are a NON-RESIDENT of Pennsylvania looking to apply for a License to Carry Firearms, you must provide your Out-of-State Concealed Carry License and ID as part of the application.
Individuals who are 21 years of age or older and are NOT Pennsylvania residents may apply for a license by submitting a completed Application for a Pennsylvania License to Carry Firearms to any Pennsylvania County Sheriff’s office or Police Department along with the required fee.
