Pennsylvania may issue a License to Carry Firearms to out-of-state residents who possess a valid concealed carry permit or license from their home state. NOTE: Some Pennsylvania county sheriffs will not issue nonresident License to Carry permits.
People who are not residents of Pennsylvania may apply for and receive a Non-Resident License To Carry Firearms in Pennsylvania. The process is exactly the same as it is for residents except that non-residents must possess a similar permit in their home state per the following statute:

Individuals who are 21 years of age or older and are NOT Pennsylvania residents may apply for a license by submitting a completed Application for a Pennsylvania License to Carry Firearms to any Pennsylvania County Sheriff’s office or Police Department along with the required fee.

Non-residents that currently have a Concealed Carry Permit or similar to carry a firearm from another state may turn in a Non-Resident application at any sheriff's office. Note - some counties do not process Non-Resident permits.
Contact your County Sheriff to apply for or renew a Pennsylvania License to Sell Firearms. New dealers first must obtain their Federal Firearms License (FFL) from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).
