I'd go with some Hella or IPF (my preference) Euro H4 housings, some high wattage H4 bulbs (once again IPF is my preference but I've had good luck with PIAA and Hella bulbs), and a wiring harness upgrade kit.

The nice thing about S13 popups is they use a standard sealed-beam headlight where the entire reflector/lens unit gets replaced. So LED conversions can be easily done "right." There are still a LOT of trash LED sealed beam headlight conversions though. Most of the ones for sale on Amazon, eBay, etc. are GARBITCH.
