Build housing, roads, workplaces, and other facilities where you think they should go, and if you're not satisfied where you've placed them, tear them down and build them over, ignoring the cost. Include everything you will need, not just those things that are needed first.
However, over my time playing the game I noticed some miscellaneous tricks and guiding principles, which I'm writing down today. Desirability varies in concentric squares. The diagram below describes the desirability factors around a tax collector, which is a desirable building.
In the columns with the gray heading are listed all of the requirements for housing to evolve to the designated level. These include the desirability of the area necessary to Evolve, Entertainment points required and the necessary Services that need to be provided.
