  6. Limiting access to magical items is expected. You don't want +5 swords in the hands of 1st level characters. But you shouldn't need to limit access to mundane items, especially if they're in the PHB. So if the player can afford Plate armor and wants to buy it, that's fine.

At level 4 the ASI will bring Light up to 16AC, and by levels 6-8 (depending on if they are a fighter) the Light Armor will be 17AC, which means that the Heavy Armor user should get an armor upgrade at levels 4 and 6 to stay ahead.
