This should work because you can have a layer containing steno protocol that Plover understands. Plover ignores regular keystrokes when it's set up to receive steno machine protocol. I'm building an ergo board with chocs under the assumption that it'll work.
If you're on Android, Dotterel (free) is the way to go. On desktop, you can also get the more full-featured Plover (also free). Both work with just any regular keyboard. iStenoPad for iPad is relatively cheap.
