The issue is due to you previously installed the old DLC called: New Set Uniform. Teal Mask DLC includes this previous DLC. Therefore, you'll have to do a clean install and not install New Set Uniform for the DLC to work correctly as I show on the video.
to play on PC, which is the point of this, not necessarily. you just need a switch emulator, which the only one is ryujinx. then as long as you own a copy of the game, its legal to emulate it with the emulator.
