The PSHB System (maintained by OPM) must be used to make any changes to your PSHB plan now and in the future (e.g. if you have a Qualifying Life Event that allows a change). The FECA program cannot accept Form SF 2809 (Health Benefits Election Form) or Form SF 2810 (Notice of Change in Health Benefits Enrollment) for any Postal Service claimant.
